Brownie Cookie Cups

48 Hersheys Kisses-- any flavor (caramel, mint truffle, peppermint, dark, etc)
2/3 c butter, softened
1 1/4 c sugar
1 Tbl water
1 tsp vanilla
2 eggs
1 1/2 c flour
1/2 c cocoa
1/2 tsp salt
1/4 tsp baking soda

Heat oven to 350 degrees.  Line 48 mini-muffin pans with papers/foils.   Remove wrappers from kisses.
Beat butter, sugar, water, and vanilla in large bowl on medium until well blended.  Add eggs and beat well.   Stir together flour, cocoa, salt and baking soda.  Gradually add to sugar mixture, beating on low until just blended.   If necessary, refrigerate dough until firm enough to handle.  Shape dough into 1" balls; place in muffin cups.  Bake 11-13 minutes, or until cookie surface is set.   Do not overbake.  Cook about 5 minutes on wire rack.  Press chocoalte piece into surface of each cookie cup.  Cool completely.
